It’s been a while since we’ve posted about the E-transactions law, but this doesn’t mean that we’ve lost interest. In fact, just the opposite. We’ve been laying the groundwork to bring civil society organizations into the review process (see below), and today were pleased to see Roula Mikhael’s article (Arabic) in An Nahar that explains the history of the E-transactions law and that it will take time to fix the gaps:

إن اقتراح القانون لم يتضمن التعديلات الواجب إدخالها على قانون حماية الملكية الإدبية والفنية الصادر في العام 1999 من أجل أن ينظم الأوضاع القانونية الناشئة عن المؤلفات الفكرية ذات المنشأ المعلوماتي، لا سيما  ضمن بيئة الشبكات الإلكترونية، ومن أجل أن تتلاءم مواد القانون اللبناني حول حق المؤلف مع مضمون الاتفاقات الدولية ذات العلاقة.

– تبقى الأقسام المتعلقة بالعقوبات والتعديلات الواجب إدخالها على قانون حماية المستهلكين، فضلاً عن القسم المتعلق بتنظيم عناوين الإنترنت ضمن نطاق lb، التي تحتاج بدورها إلى مراجعة إضافية وتدقيق في العديد من المواد الواردة فيها.
